Texas Behavioral Health Executive Council
The Texas Behavioral Health Executive Council (BHEC) investigates and prosecutes professional misconduct committed by:
- Marriage and Family Therapists
- Professional Counselors
- Psychologists
- Psychological Associates
- Social Workers
- Licensed Specialists in School Psychology
Although not every complaint or dispute with a licensee involves professional misconduct, the Executive Council can provide information on how to file a complaint.

Consumer Complaints – State of Texas
If you believe you have been a victim of fraudulent business practices in the State of Texas, you may file a consumer complaint with the Office of the Attorney General – Consumer Protection Division.

Medical Records Retention & Access
In accordance with the Texas Health and Safety Code and Texas Behavioral Health Executive Council guidelines, we are required to retain medical records:
- 7 years from the last date of service, or
- 5 years after a minor client turns 18
Requesting Medical Records
All requests for medical records must be submitted in writing.

Your Right to a Good Faith Estimate
(No Surprises Act)
You have the right to receive a Good Faith Estimate explaining how much your medical care will cost.
Under the No Surprises Act, health care providers are required to provide an estimate of expected charges to clients who:
- Do not have health insurance, or
- Are not using health insurance for services
This estimate includes the total expected cost of non-emergency services, including related costs such as:
- Medical tests
- Prescription drugs
- Use of medical equipment
- Hospital or facility fees
